The Latin motto for The District of Columbia is Justitia Omnibus which translates to "Justice for all." the motto was first implemented on the seal in 1871 with a figure that is to resemble George Washington and a women figure that is holding the constitution. At the bottom of the seal, it says the motto Justitia Omnibus. the motto is a good representation for the district because located in DC is the Supreme Court and all of the justices. It is also where a lot of the country's justice is put to trial, looking to see if people are found guilty or not. It is the center for justice in our nation so it is right for the district to have the motto.
