Once Upon a Time, the word
magister appeared over the doorway of a mayor's office. Magister means teacher, which I think means that the mayor is there to explain and teach the community how things work. The mayor is the Evil Queen, so it could also mean that she is the leader and power, just as a teacher is in a classroom.
