“Panem et circenses” is translated as “bread and circuses”, and it is used to signify some sort of diplomatic agreement. This is because bread (food) and circuses (entertainment) go very well together, so the diplomats go together like food and entertainment. This could be used to signify a “yes” when faced with a diplomatic decision. We should definitely not use this because I don’t ever want to use “circus” whenever there's a good thing, because that is the antithesis of a circus.
